Registration With The Federal Board of Revenue (FBR)

Registration With The Pakistan Engineering Council (PEC)

Since no civil or government construction projects can be accepted without first receiving a no-objection certificate (NOC) from the top council, it is essential for construction companies to register with the Pakistan Engineering Council (PEC). 

PEC Contractor Category List

Contractor categories are C6, C5, C4, C3, C2, C1, C-B & C-A. 

PEC Operator Category List  

Operator categories are O6, O5, O4, O3 O2, O1, O-B & O-A.

The required documents are: 

  • The application form
  • Copies of each director’s, partner’s, and shareholder’s CNIC
  • Receipt for the initial fee
  • A certified audited financial account by a Chartered Accountant or the bank statement from the previous year
  • NTN copy of certificate
  • An Organizational Chart that has been officially approved by the CEO, a list of the construction company’s machinery and equipment, any contract agreements with equipment suppliers, and more.
  • A notarized certificate of sole proprietorship OR a copy of the partnership deed and Form C may be required, depending on the business.
  • A certificate of incorporation
  • The CEO, directors, and investors sign an undertaking on paper with a PKR 100 stamp

Why is PEC Registration required by Construction Companies?

All Contractors and Operators are required by PEC regulations to hold active PEC registration. Construction companies won’t be permitted to carry out public works unless they have a current PEC registration certificate. Construction companies and engineering firms that carry out work without a current PEC license must pay a fine. In short, PEC will apply a fine/penalty that is equal to three times the annual category charge.
